Caesar Augustus makes everyone go back to their hometown for a census, so extremely pregnant Mary and Joseph trek to Bethlehem and can't find a single room.
The Roman Empire decides it's census time, which means Joseph has to drag his very pregnant fiancée all the way from Nazareth to Bethlehem because he's from David's line. They get there and every hotel is booked — no vacancy anywhere. They end up in a spot with animals. Government bureaucracy literally set the stage for the most important birth in history and didn't even know it.
