An overseer of a local church — the Greek "episkopos," used in the New Testament for spiritual leaders responsible for doctrine and care
1 Timothy 3 and Titus 1 list the qualifications — above reproach, faithful in marriage, hospitable, able to teach, gentle, not greedy. The New Testament uses "bishop" (overseer), "elder" (presbyter), and "pastor" (shepherd) interchangeably for the same office. Later church history layered episcopal hierarchy on top.
