A town east of the Jordan River where Jacob wrestled with God and was renamed Israel — the place he called "Peniel" because he had "seen God face to face" (Genesis 32:24-32). When the men of Penuel refused Gideon's army food during his pursuit of the Midianite kings, Gideon promised to tear down their tower; after his victory at Karkor he came back and made good on it (Judges 8:8-9, 17). Centuries later Jeroboam I rebuilt and fortified Penuel as one of his royal cities in the breakaway northern kingdom (1 Kings 12:25).
